Ah!

This would be used for a non-partisan election time get out the vote?

A volunteer team bank would phone people up, say we are from the
neutral Public Whip organisation, and would they like customised
information about their MP, and reminder of how they have voted on
their behalf over the years?

There would be a script which in a chatty way people could say what
they thought of various political issues, and we'd remind them of the
long spent anger / love for their MP, reinvigorating them to get out
and vote for / against them.

Would be interested in what other uses for such a phone bank we could
use.

Another idea - distributed, phone based campaignsy Citizens Advice
Bureaux. People volunteer to help others out who want to lobby or
alter policy in some way. They call up, and the volunteers offer them
advice and help them set up a petition / make an FOI request etc.
