Aren't we missing the point here. Surely the debate is about being able to 
identify when an MP is flipping between a home for Westminster and a 
constituency home?

Surely the outward part of the postcode (EC1, W1, RH2, etc) would be sufficient 
for that purpose. If an MP wants to move from one constituency home to a new 
one, its not really flipping in the 'traditional' sense, is it?
  Without the full postcode (which, let's not forget, for residential 
properties will always be around a dozen properties) that information simply 
wouldn't be granular enough.
