If you store a point locations for people it allows for things like "email
all the people covered by the so and so bye election " which might be
ward/uk parl/euro parl.
I'm a bit uneasy about letting people sign up for too many places as they
wont have the local knowledge, and (importantly for thestraightchoice) wont
be getting any election leaflets through the door if they dont live there.
