I'm fine with Django, and Python is a pretty easy language to learn regardless.
In that case, would it make sense for me to start a collaborative google doc for converting the first phase specification into tasks in a Django-specific language? The map debate can continue in parallel, I think it'd provide a nice visual anchor in the site but problematic with not properly representing population.
