You could try the Association of Electoral Administrators, but I don't think you'd get much there except redirection to local ROs. The political parties each have an elections lawyer, who is generally a lawyer in private practice who works in addition for the party in relation to elections. They do pursue wrongdoing by other parties, as far as court if necessary. I'd imagine they would have both the (vested) interest and knowledge to engage.
