It's about a local election of a city councillor in one ward! Not the Parliamentary election. The leaflet says that the Green Party is not targeting for the Parliamentary seat -- that is not in dispute. But they certainly are after the city seat, and that's what the fight is about, because the Libdems have a majority of 1 in the city.
