One problem is this. I'm a skeptic when it comes to government. If they 'own' the system, they will fiddle with the system.
Having an external system means that the data is public and cannot be hidden. If the council doesn't like some report or doesn't like the statistics, they will doctor them. With fixmystreet they cannot. So what is needed is an open API for fixmystreet, lovecleanstreets, or whoever, to integrate posts to individual council systems.
