I'd look at the list of open source GIS software at FOSS4G. I haven't
had a chance to look at the sites you mention but I can give you some
pointers...

For producing a map that appears on the web you'll need a map library
(Leaflet or Openlayers), some data of interest and some background
mapping. The background mapping can be openstreetmap, google maps or
bing for example. The data of interest will be a combination of
attribute tabular data and the geometries. KML might be a reasonable
data format for you. To get the data into a GIS state you'll probably
need a desktop GIS and QGIS is pretty popular for that. You'll have to
make sure the data you produce is the spherical mercator projection used
by OSM, Google Maps. EPSG:3857 is the projection identifier and QGIS
will be able to handle the projection transformation. Take a look at the
FWTools installation of QGIS as that also installs OGR/GDAL - useful for
your transformations.

Sorry that's a bit rushed. Drop me a pm if you need more advice. I
should mention there's sites (geocommons.org i think is one) where
they'll take your attribute data and with a commonly-known column such
as a postcode zipcode, country name they'll convert into a map for you.
