Hi Andrew

Probably the easiest way to do this is with Google Fusion Tables - the
same way the Guardian Datablog do all their maps [1].

You'll need to do the following:

* grab the data for all regions from the PH site into a spreadsheet
* get KML geographic outlines for each council name (this is the fiddly bit)
* upload it to a Fusion Table
* use Fusion Table options to visualise it on a map, and set colours
for each region.

You can then embed the Fusion Table anywhere you like.

I've done London for you here, so you can see it works in principle:

To get the KML for this, I uploaded the London data to Fusion Tables,
then merged it with the Guardian-owned Fusion Table behind the wages
map [2].

I have got the data for all English regions from the PH site - here it
is, cleaned up a bit [3]. However, it doesn't merge nicely with this
Guardian table. So you'll need to get the KML from somewhere else,
probably Mapit. Do you feel confident doing this?
