I am not sure what you mean with proxyhost or proxyport. They do not exist in 
any web.xml. I tried commenting out and removing the relative urls entry in the 
web.xml
Still no solution. Could it be that other webapps are interfering with this 
security app?

Odd, why is there no slash any more then? This makes me think that  
there is something very odd with this web-app. Are any settings  
related to url-rewriting present for this context? (like 'proxyhost'  
or 'proxyport' or so)? Or are then any unusual settings in web.xml  
(e.g. perhaps the experimental option to make relative urls in taglib?)

I think the dissappearance of this slash is essential for this  
problem. Fix it and I  predict that your problem, which seems only  
symptomatical, will be gone as well.
