I'll add the attributes to the dtd and add checks and stuff.Why not just the name attribute?
I can fathom though that you do not always want to make maintainer mandatory, so I am inclined to make it optional.
We can add other attributes very easy when they are needed.
I think that it is wrong to start with a bunch of attributes that are maybe used, maybe not.
(or there has to be defined exactly what the beheviour is when the version has a higher number, etc, etc)
Adding more attributes would be an other call imho.
