I think the main problem in the wizards is not the implementation by developers but the use of the wizards by editors. In a few words: they are not really userfriendly.
Actually, I talked to an editor from your organisation yesterday and she gave me the exact opposite impression: she could easily teach people to use the editwizards, and actually desired to make more use of them than less.
It may depend ofcourse on how you make the wizards accessible, but I felt she did not think us eof the wizards was hard.
It's an opinion. And it really depends on who you are talking to. In my opinion they are not user friendly because they are not intuitive. And in a lot of cases, depending on in which way the wizards reflect the site structure and the structure of the cloud, you need to know how the cloud is set up to be able to use them (without fear). In short: site != cloud != wizards.
