Certainly true. But I doubt that it explains the 10fold change.

I should add that PPTP is also vulnerable to out of order packet
arrival. Packets which arrive early more or less cause all the late
packets to be discarded. The most recent pptpd daemon does do some packet
re-ordering, to ameliorate this a little.
