Hi Charlie.  Please share your wisdom.  How can you configure a file for
rsync access only.  It appears to me that a file that is reachable by rsync
is also reachable for copying without using rsync.  How do you force an
rsync only?  Are you talking about running an rsync server?

CONNECTING TO AN RSYNC SERVER
It is also possible to use rsync without using rsh or ssh as the transport.
In this case you will connect to a remote rsync server running on TCP port
873.
