Mantis has much nicer support for attachments, and such. I use mantis
in-house along with keystone, which although not actively developed, has
some nice features.
The mantis config on SME is a snap as well...

Thanks.  One of the key items I was looking for was support for file
attachments.  This looks like it warrants a look.
