I applogise if I am off track here , but from what I understand qmail has
its own delivery schedule , so if a mail has been in the queue for a period
of time, qmail retries  sending at ever increasing time intervals, altering
the number of messages qmail delivers at any one time is not going to affect
that. This solutions seems to allow for manipulation of qmail delivery
schedule which would be beneficial. No client wants to here that there was a
problem 10 hours ago and now there email is only going to be delivered in 4
hours.

This will not achieve anything which is not already achieved with the
qmail remote concurrency manipulation which we have discussed previously.
