Like most people here, I have no idea how Mitel implemented it. However
assuming that it is really an iCal system, then http://reefknot.sourceforge.net/
is probably the basis (almost certainly re-written), which might be a useful
start.

http://softwarestudio.org/libical/ is another project that might help.
http://sourceforge.net/projects/freeassociation/ (which is the sourceforge
version of libical) is apparently working on a server, but I haven't checked
it out.
