Yes, but with caveats. I own an external Maxtor drive that works fine at both 2.0 and 1.1 (musch slower). However, I think it depends on both the device and the usb cable. It is my understanding that not all older 1.1 cables were 'compliant' with the usb standard and as such these cables will not work when plugged into a 2.0 connection.
