Thanks for all the responses. The consensus is "yes". 

The linux-usb.org doco is clear:

"You can connect USB 2.0 devices to USB 1.1 hosts and hubs, and they 
should work just fine ... but at 12 Mbit/sec, not at 480 Mbit/sec."

By comparison, the Intel FAQ (http://www.intel.com/technology/usb/faq.htm) 
is far from clear:

 Will my PC today work with a Hi-Speed USB 2.0 peripheral product?

 Assuming you have a PC that has USB 1.1 (which is most likely), if you 
 plug your Hi-Speed USB 2.0 peripheral into the USB 1.1 system, your 
 system will perform at the USB 1.1 speed.(1)

 You will need to update your PC either 
 by adding in a PCI add-in card or purchasing a new MB with a discrete 
 host  controller that supports Hi-Speed USB 2.0 and installing Hi-Speed
 USB 2.0 drivers. (2)

The ambiguities:

(1) OK my "system" will perform at 1.1 speed, but will the 2.0 "peripheral
    product" work OK?

(2) I *will* need to update the PC, or I will need to update the PC to get
    full speed from the peripheral?

One comment on USB tape drives - didn't work reliably, and was slower than 
IDE.
