Using a TTL instead of a HTL is an option, but you still need to do
something if you get no reply at all. Terminating the request completely
works, but I don't see the advantage at all.

What you should do is give some warning to the fproxy user when it
happens, so that a user that doesn't want to wait can give up.

The wait time for queryrestarted with HTL 100 should be 20 minutes, so
that is a lot of nodes that are eating your requests.
