When trying to guage the network's health the best approach is to measure
the things that people really care about, namely:

# The speed of requests and inserts
# The liklihood of success in retrieving information

We can't really get the latter just from passive diagnostics since
as different applications like FMB and Frost come and go, the
percentage of failed requests will fluctuate irrespective of
the network health.  We need one or more active measurements.
