What I have after unzipping freenet.zip from the servlet into D:\ is:

D:\
\---freenet-distribution
        freenet-ext.jar
        freenet-webinstall.exe
        freenet.jar
        preconfig.sh
        README
        seednodes.ref
        start-freenet.sh
        stop-freenet.sh
        update.sh

There is nothing under the web installer and no install.exe. I've never
installed a node under Windows before, I just tried it because I was
curious, so the only feedback I can give is that the behavior is at
variance with what is described on the download page.

It looks like it will still produce a functional node though. I can't
test because my only windows box is behind a corporate firewall at work.
