Yeah my bad. In my last patch I also meant to make the "Request Freesite by URI" and "Insert file by URI" visable only in expert mode. But I forgot to include it. If someone wants to just go ahead and do that, making another diff just for that seems like a waste of time. Also what exactly is the altDbrUrl.
