There are two issues. NGR should have a major impact on Freenet's performance, and one of its effects will be that Freenet nodes will be much smarter about identifying which other Freenet nodes are performing poorly and acting accordingly. It is likely that this will significantly reduce the impact of Freenet nodes which are performing poorly because of various bugs. Of course, this doesn't mean that it isn't important that we find and eliminate such bugs. Personally, I am torn between getting today's Freenet to the point that it is 95% bug-free, and getting NGR implemented so that the fact that Freenet is less than 95% bug-free isn't such a burden. It comes down to a question of how long different things take to fix/implement, and Matthew is best-qualified to make that determination, so I will defer to him on these issues.
