OK, you did not read my links. The idea is this. Instead of inserting the data 
into the network, you insert metadata: a manifest, and a list of the 
noderefrences of the proxies of nodes that have previously requested the data 
that is kept up to date by the node who's store the manifest is located on. 
Then when you get the list and the manifest, you can easily contact the nodes 
that are known to have the data. (Including the publisher who is not 
distinguished in any particular way)

Then all someone has to do to make sure their data is available is to request 
it's manifest, and then they will, once again be added to the list, and th 
mainfest will be widely available.
