Does it matter why we reject? If we reject 80% of queries, that means
that queries have an 80% chance of not getting routed to the node NGR
suggests they should go to.

My Node is queryrejecting due to the thread limit, but I don't use Fred's
bwlimiting so I don't know if it's a useful metric.
