We need to bear in mind here that bandwidth is often not symmetrical. I have
1Mbps incoming and only 256kbps outgoing. I can easily consume all of
someone's outgoing 256k for example and have 768kbp of incoming bandwidth
left. Worse still, it might not be possible for another node (with only
256kbps outgoing bandwith) to determine that I actually *have* 1Mbps
incoming if I choose to lie about it.
