I can't help but to think that we might already have had a kick-ass UI today, had we only had a template engine implemented a long time ago.
Hell, I myself tried to theme fproxy a couple of years ago - before I started on the Windows Installer - but gave up because of the lack of possibilities.
I know it's significant work to implement this though, so I can understand why it hasn't been done. I'd just like to point out that making it easy to people to contribute to a project usually leads to more contributions..
