No. Bugs often contain things like email addresses which while not strictly 
confidential can be of use to spammers. I agree we should always make them 
private but sometimes we mess up and the damage is much less if we require 
registration just to access the tracker.

We really should not post unprotected mail addresses in the first place. Nor IPs.

IMHO it is a loss that our bug tracker is not public viewable, and a step in the wrong direction (as opposed to moving towards letting users submit bugs without doing a full sign up).
