I posted the idea on the Tor ML and no one objected. I asked a Tor developer and he's okay with it, provided a few nodes run Tor relays. Freenet seednodes are good candidates. Would the seednode admins be up for helping out another anonymous network?
My estimates on bandwidth were around a hundred Onioncat nodes running a minimum of 10KiB/s.
