The proper answer to that depends on whether the person involved is a volunteer or not. If they are a volunteer, it will depend on what they think is most important. If they are paid, how much time should they spend fixing genuine bugs that weren't involved in the decision-making process? As for feature-bugs we have a process... All of these problems arose when we had paid employees, and weren't satisfactorily solved then. Hopefully we can improve on that. Throwing away the bug tracker would not help towards this goal AFAICS.
