Based on everyone's feedback, I have selected the winning design:

The designer will now need feedback as she works to create a final set of
Photoshop files, which will include both the landing page, and a "detail" page
which will serve as a template for other pages on the site.
After that, I have identified a number of coders who can take these files,
convert to HTML, and then publish them on Github using https://jekyllrb.com/.
Note that the text of the site will all be editable afterwards, and so it is not
really important for the designer to worry about that. The designer is more
concerned with visual elements, iconography, etc.
To make it easier to provide feedback to the designer, I have created a page
using Redpen, where people can click and comment on parts of the design:

We'll need to get this feedback to the designer quickly so she can incorporate
it.
