The intention is not to make anyone work harder, but if people did want to start working on features that won't make it into 0.3 (subspaces being a good example) it would be useful. It would also make it extra-clear that we were in bug-fixing mode rather than new feature mode. It is also useful to set timing guidelines just so people know what kind of timescale we are trying to work to. It is not about making people work harder, but just helping people coordinate their efforts.
