No, that will just let them gradually discover all nodes that broadcast
their address with abandon. Quieter nodes can't be found this way.

We have this system right now. inform.php.

It does, but why not just have a usenet group which carries announcements
of public nodes? You could publish/read the node list with greater
anonymity than with a server.
