What makes you think people don't hand-generate keys? If this became the standard, in order to have a reasonably simple key, I'd have to insert a SSK or KSK redirect to the DBR, which puts us right back to where we started. Nobody needs to care about the baseline and increment values except the person doing the inserting and the client.
