Because
1) I don't have the time or energy to code at the moment.
2) If did make time to code, there are about a 1000 things that I should
first, given that just about anyone here could write some GUI code for
Freenet.config.Setup.
3) Because I would rather eat salt with my hands behind my back after
having my lips cut of with scissors then write a GUI app.

The ideal situation would be to do the configuration as part of the HTTP
interface - it would be quite easy to make the node autogenerate
configuration pages in HTML based on the declared options (it already
genrates HTML pages with option descriptions).
