Gianni Johansson suggested changing some settings: maxThreads=-120 overloadHigh=0.65 overloadLow=0.60 I'm using these settings w/ 604: incoming bandwidth 16000 outgoing bandwidth 16000 maxthreads 40 overloadHigh=0.65 overloadLow=0.60 Seems to work pretty well so far. In particular, by setting the overload figures to Gianni's suggested numbers I found that bandwidth settings then seemed to have an effect. Don't ask me why. It's a little tough to be sure, but maxthreads=120 eventually seemed to lead to a constipated node.
