This Index Index with 5 activelinks should be a HTML file inserted as
CHK@; then the link from the web interface is a hard-coded CHK link
(like GPL on RNF errors).
This way this Index Index is very reliable. If the developers wish to
change something, then an anonymous person inserts a new CHK@ and
sends the key to this mailinglist.
The new hardcoded link will appear in the next Fred build.

Seems to be a good compromise between censoring/anonymity/deniability.
