If you want to move to 1.6, I think you should announce that you are planing to on all channels (mailing lists, website FMS, your flog...). Then you will need to wait some time, to get the word spread and give people the time to update. It would be good, if you could implement a waring method in the next version. Which checks the current version of freenet and if it is older then 1.6 it displays a warning message like: "You are still using Java 1.5.yxd. Future versions of Freenet will need a Java ..."
