I don't think this should be necessarily considered an inconsistency. I would say there can be situations when it would make sense to only highlight part of the item, or only add a border around it, or some other type of highlighting, so we could loosen the restriction. Otherwise put, I would be for standards guidelines which don't consider this to be an inconsistency. WDYT?
