Sure, but that's not incompatible with changing/refreshing the themes
we bundle by default.

What we could do however is add a "Color theme" category of extension
on http://extension.xwiki.org

In my opinion those are separate concerns.

Color themes (or skins) with CSS3 should degrade nicely.
