Yes design.xwiki.org was previously a space called Ideas on dev.xwiki.org but 
since it’s been moved and renamed it’s no longer about ideas but about designs 
(ie the next step, once you start working on an idea).

One alternative I thought about was to reuse the existing JIRA Contrib project 
for letting users add new ideas (note that we’re going in the direction of 
trying to remove it by having each contrib project have its own jira but we 
could keep the Contrib JIRA project with a single issue type of type Idea). 

However I feel that a top level IDEA project named “Ideas” would be simpler for 
users to find and report into. It would be our job (our = the xwiki community) 
to then move those jiras to existing projects (when they exist).

At the same time if we keep the “Idea” issue type in existing projects, maybe 
users will wonder why the 2 places.

So to sum up we have the following options (for all those options we keep the 
Idea issue type in existing jira projects):

A) Do nothing. Just close the issue as won’t fix as I’ve done for 
http://jira.xwiki.org/browse/XWIKI-1103 (Bookmarks feature)
B) Create a top level JIRA project called Ideas, as explained above. And move 
XWIKI-1103 to it.
C) Reuse the Contrib jira project for that (as explained above too). And move 
XWIKI-1103 to it.
D) Use http://design.xwiki.org for ideas too. Note that on that site we 
currently ask users to create a jira issue, after they discuss it on the list.
E) Use another wiki page on xwiki.org called Ideas where we ask users to edit 
and add their ideas.
F) Use the Ideas Application on xwiki.org

For D), E) and F) when a dev starts working on the idea he’d create the 
associated jira issue.
