You can't run DHCP on a different port if you want it to be functional.
However, the ISC DHCP server may be able to emulate the necessary
bootp behavior.

I HAVE NOT TRIED THIS MYSELF, SO I MAY BE MISTAKEN.
I believe all the Mac clients need are their IP configuration and a
boot file. That's what bootp provides. The ISC DHCP server can
answer bootp requests; that takes care of the IP config part.
Then, I _believe_ that you can use the 'next-server' option and the
'filename' option to specify the address of a TFTP server, and the
file to download from it, that contains the boot code.
