The RFC doesn't really say. My interpretation has always been that if
the client specified a list, only those options (and the options that
the protocol requires) should be sent. This appears to be what, e.g.,
the Microsoft DHCP client expects. However, I can't see any reason to
claim that your interpretation is wrong.
The way I handle this in the ISC DHCP client is to allow the user to
specify a list of parameters to request. I think this is the right
thing to do. I'm not sure how you'd get your boot ROM to do that,
but it seems like this would be the right path to follow.
