I tested the change with a single server configuration  
like this...

## Experimental attempt to insert Wins server

        option netbios-node-type 8;
        option netbios-name-servers 128.111.30.12;

I entered winipcfg and asked the machine to renew its 
lease.  At this point it did not pick up the new 
parameters. It seems they just ask to continue the existing 
lease.  I then asked it to release its lease then renewed 
it and it then DID pick up the new stuff.

Would it act differently forcing the renew from letting the 
lease run out and seeing what happens?
