The DHCP server sends the new options as soon as you set them - it has
no memory of the old values.   So when the DHCP client renews, it's
getting the new options.   If it's not using them, that's kind of a
bug in the client.   I don't know what would happen if you just let
the lease run out - I haven't ever tried it.   You could test it
easily enough by writing a host declaration for some test system and
specifying a really short max-lease-time.   My intuition is that it
probably won't work, though, if clicking on renew in WINIPCFG
doesn't.

That being the case, you pretty much need to get your users to do the
release/renew to pick up the new parameter, which is really lame, or
convince the DHCP server to NAK them the next time they renew, which
would also be really lame.   Sigh.
