Did it actually use it? In our experience, winipcfg will display option
data, but often uses the first DNS server obtained at boot regardless. We
tell people they have to reboot.

Ted can only tell you how DHCP works. The protocol that Windows uses is
similar, but as you've discovered there are differences.
