You are absolutely right.  I am sorry to cause such needless controversy.   The 
misunderstanding is mine.
I did not understand the technician in the Computer Centre properly; I'm ashamed to 
say that my Cantonese
is very poor.  Today I verified that indeed, NT does not provide a redundant DHCP 
service.  The existing
system has been a problem for me, as it failed twice within two days, plunging the 
whole campus (except
the 12 laboratories that I manage using ISC DHCP and ISC BIND) into IP-less oblivion, 
including my
lecture, which had to lapse into overhead transparencies.  I just want the College to 
be able to provide a
reliable service, and setting up a 486 running Linux with ISC DHCP would offer a much 
more reliable
service at zero money cost.
