I had the same problem with a HP DJ 1600C using a HP JetDirect card. I've
found out, that when I setup an arp-entry for the printer, the next
DHCPACK works. A look with tcpdump shows, that the kernel sends an
arp-request for sending the ack. The problem is, that the printer doesn't
respond to the ack, because it hasn't an ip-address yet. If there would be
an option for dhcpd to send a broadcast instead of a unicast ACK, it
should work also.
