As you can see I can't read the layer names.. then if I scroll to the right I can't see the on/off state button.

I'm actually using a 1920x1200 pixel resolution diplay, the layers bar is only 5.2% of my screen width.. think I can afford having it use a little more space.

As seems integrated view doesn't allow to resize layers bar. You can change your link to Dia and remove "--integrated" parameter from it.
